Hi,
How did you end up designing your yard? Did you get it installed?
Ok, back to the engine...
With no horn\bell it doesn't look good.
Obvious stuff, batteries ok in remote-power on base before track power-press a remote button-signal light on base blinking..ok, all good there
Move the engine to a different location. Try it there.
While you are moving it, reset the RS/SS switch. Move to SS and back to RS.
Did you ever have a battery in it? If yes, remove it.
Next, power up Legacy and track, then press Aux1 + 0 Do you get a horn?
Can you run that track conventionally? Test it with a conventional start-up to see if you get horn\bell and throttle up to see if you get railsounds.
If no joy with any of those, then I don't know how to tell you how to check the sound board. It may have failed.
After checking the switch for RS/SS, you can cycle the volume pot (sometimes they get dirty. Do the reset mentioned. After that you can pull the RS power Supply board and RS Sound board and reseat them if this is a TMCC model. If that doesn't do it check the speaker, it may have failed.
Model number would help. G

I got my yard track down, and the engines sound was on when I turned the legacy off and when I turd it up it came back on thanks.
Ok, why do we always overlook the simplest things first. Glad it's working.
I was curious as to which type or yard design that finally used. Can you post a pic.
