So I took the plunge following the idea of other forumites to purchase some Heroclix figures. There are nicely detailed figures that once cut from the base come close to O scale. Just once I'd like it all to be perfect!

I took some photos with other manufacturer figures to show an idea of scale. I believe these Heroclix are close to 1:48, and actually look pretty good against my Arttista figure (suspicious man).
Picture 1 is Woodland Scenics, Heroclix, Arttista and Preiser. The Preiser figure is 1:43 so much larger.
Photo 2 is without Preiser, and I took out the Woodland Scenics as the detail is not nearly as good. These Heroclix are really nicely detailed, just wish their scale was a bit more perfect. The detail is even better than my Arttista figure.
Then a couple photos with 1:43 diecast cars.
And final photo here is Heroclix and a Bachmann maintenance worker. Scale is probably close enough. Detail on both are excellent.
So, overall I'd say Arttista, Bachmann and Heroclix could mix together without too much trouble.
