Hi question about lionel 182 accessory schematic 1946-to 1949

Hi I'm trying to help out a fellow train repair shop that is having trouble repairing a 182 crane between the years 1946-1949 apparently when he tries to move the crane left or right it also booms in and out at !

Any help would be appreciated. i believe it might be the controller which i think is a 165 controller!
