Horn Problem on Loco/Tender

I have a Rock Island Lionel 6-18001 Locomotive/Tender that has a problem with the horn running all of the time during power up. I have tried the Loco/tender on three different tracks with the same result. I have double checked all three tracks to insure that they are hooked up properly and I have no problems with any other engine. I opened up the tender to see if anything looked loose or disconnected and everything looks to be hooked up right. Any suggestions on troubleshooting as I am not sure where to go next. Thanks in advance for any ideas.
