The particular train is LC+ Jersey Central Pacific and tender (#6-84680). This evening I ordered from Lionel replacement part known as axle bearing/plastic/pilot/trailing truck #620-8616-339 for the tender.

What is the best way to affix this axle bearing to the truck so the axle and wheels permanently remain in place and function properly?

Assuming glue is used, what is the best glue to use, how long should I let the glue set, and what else do you recommend that I do when making this repair?

The one year warranty period has expired.

That bearing insert is made of delrin, a frictionless synthetic plastic that's immune to most types of glue.  Gravity should hold it in place while the train is running.  If the truck side frame is distorted from the fall and the insert won't stay in place when the tender is lifted from the rails, you'll need a new side frame, or maybe a new tender truck.

Arnold, I believe that piece is Lionel's part number 6928616T51. I had the same issue on my PE Berkshire's tender. The part just snaps into place, no glue needed … provided the truck isn't all boogered up! I got mine from Lionel, but I see others stock it as well.

George, following up on your very helpful input, I decided to order from Lionel the axle bearing part you recommended as well as the one Davety recommended. In fact, I order 2 of each part so I have a spare of each. 

This is the first time I ever ordered a part from Lionel. Ordering replacement parts on-lineis a pretty good way to do it, IMO.
