Lionel Service Questions . Stuck brush plate mounting screws

They should come out easily with the proper size large handled slotted screwdriver seated in the head with a straight on CCW twist. I have never seen these bound up to the point of not moving.
If heat won't damage anything, I've had success holding a hot soldering iron against the stubborn screw head for a few minutes, then giving it a try.
They won’t budge, or are they spinning and not coming out?….Sometimes the the whole stud/rivet will work itself loose, and the screws will just spin & spin until you realize the rivet is also spinning on the other side of the motor……I agree with Rob, I’ve never had one that wouldn’t back out ….

I put a drop or two of Labelle 108 lubricant on stubborn screws. Once applied, let it sit for about an hour or two. If it still doesn't budge, add a drop of Labelle 107. Give it some more time to seep in.
See Greg’s answer about the oil and letting it soak, then look closely at the screw head to make sure it’s not full of crud halfway down or rounding out.
If you have a hemostat around, try clamping it to the screwdriver shaft for a better grip. Gently rock the screw as if to tighten it, then back off and apply pressure to back it out. Avoid forcing it too hard. Jewelry-sized screws are more frail than you’d think. If you think taking an Easy-Out to a regular construction-sized screw is a pain, you ain’t seen nothing yet.
Keep rocking it lightly until it lets go and unscrews, then wipe off any goo and rust and leave a very thin bit of oil on it in case of a next time.
For reference early 2333 motor. I would soak it with a good penetrating oil overnight then with a right size screw driver try to remove it. If that does not work grind the head of screw off and get the motor apart and work with the rest of the screw with vise grips and penetrating oil.
