Pardon my ignorance but is York open to the public and if not how can my 7 yr/old and I attend?

The York Meet is not open to the public. You must be a member of the Train Collector’s Association (TCA) to attend. There is an annual membership fee to join TCA and then you also register and pay for admission to the York Meet.
However, there are provisions where you can go as a guest of a member (I believe on a one-time basis).
If you read through the threads here on the “York/TCA” forum you’ll very likely find answers to many of your questions.

If you are a member of the TCA your child can attend until he's 18 as long as you regester him when you regester.(and your spouse for that matter).
