You should remove the old paint before you paint anything.
That is the way that I got them; they almost look like they were painted with house paint.
I believe that is called "dipped n chipped"... Next step stripped.
those are old Auel trucks, 17/64 scale. They are probably not insulated for 2 rail use as outside 3rd rail was common in their day. I'd probably just brush paint them as they are kinda hard to take apart and the spring planks are usually brittle......DaveB
