I need advice on cost effective ways to remove and replace Lionel post war engine wheels and the tools I need beside 2 screw drivers and a clamp on vise

Google Post War wheel removal tools there are several options available the bigger issue is putting the new ones on. If it is a steam locomotive you need to insure the wheel is properly quartered and need the correct wheel tool for the size and type of wheel being installed. At one time there was a gent in Waynesboro who had the Lionel Tools he pasted away but I think his tools are still in the area. Sent you an email with some information that may help you.
