When I run across puzzles like this, I loosen the suspect screws and then see if the right parts are separating before taking them completely out.  Occasionally, taking some screws out creates more problems, so I like to be sure I'm taking the right ones out.

In addition to gunnerjohns comments I also take pictures and take notes of which screws were removed from which locations. I know that’s obvious but I sometimes forget in my haste to tackle a project. Thanks for reading.

Lee - I like to make a small packet with a piece of painters tape folded over, and put the screws / washers / etc inside. I then label it with what project it came from and where those particular parts were located. I'll then take all the packets for a given project and put them somewhere obvious, like the locomotive box. For freight car projects like a boxcar I'll often tape them all to the frame while the shell is being painted.
