Dremel with a wire brush, lower speed, gently... That's what I remember from GRJ. The other tip, don't be in a hurry. I have a box with a few to do as well. Good Luck.
Jeff is right, I use the Dremel wire wheel. Go across the resistor in line with the windings, and be gentle, it doesn't take much to remove it. Out of around 20, I will typically lose one to a slip and breaking the wire, but the last bunch I did was 100%, maybe I'm getting better. 
It takes a bit to get it started, but then as the wire wheel hits the edge of the missing ceramic, it usually comes right off.

I have a drill press vise I made wooden jaws for. I'll try gently clamping it in there to afford a bit more control.

I actually clamp them by the lead on one end, right up to the resistor. Then I can just run the Dremel around it lightly to knock the ceramic coating off.
