What time period?
In my opinion, the best running loco currently available that fits what you want would be the Atlas O SW8/9. Single motor drive, good slow speed control, and smooth runner. I have had people tell me they fun better without the sound, so you may want to look for one without the new sound decoder.
What is your budget?

I believe the negative of a DCC sound decoder equipped AtlasO ( or other brand) locomotive when running on DC is is the higher starting voltage. Running on DCC they are fine. A very nice industrial switching locomotive to consider is a Yoder GE 44 tonner. Brand loyalty is not as big a factor in O 2 rail as standards generally provide good interoperability. I research the prototype I may want, find out who made one, and then ask around about any issues with the model. Over the years I've purched more used models than new ones ( even a few basket cases for rebuild) in an effort to build a roster suited to the time and place I'm trying capture the operational feel of.

I have plenty of rolling stock so I am just looking at one or two locomotive purchases. And I have several three rail locomotives for conversion if practical.
But, to answer....under $500.00 for one or two units.

I am fond of Yoder s-12 and 44T. His 70T is very nice too.

For pre-1969 I would have to add my voice the the Atlas SW 8/9 chorus. If you want a four axle road switcher I'd consider an Atlas Geep or an MTH GP35 or U25B. If you go the MTH route you will have the ability to run 2 rail O out of the box or swap axles to run 3 rail scale.
I would take Atlas or MTH over a Yoder switcher for consistent quality in the drive train. I have run a narrow gauge Yoder 70 tonner. It had a high amperage draw starting in one direction. Take a look at the drive train and decide if it is up to your standards.
