I think it may have been Lowell Thomas but I'm not absolutely certain.

It is Lowell Thomas. The whole "A great railroad at work" video is available on Prelinger Archives. Of course the DVD that is commercially available is much better quality.
That NH video is second only to CNJ's "BIG little Railroad" video as the best of the era, though!
