Does anyone have a working one on your layout ? 

A solenoid is just a coil of wire wrapped around many times. You’re saying there are two on this accessory? I only see the one under the bell. What does the one in the bell do? I’m guessing that when this works correctly, the bell rings and that needle above moves? I’d suggest rewire this in a more “correct” way and see how well it works after that.

There is one to "waggle" the needle (inside the bell), and another to "ping" the bell (under the bell). Someone rewired the above example very crudely. It is also missing a (insulated) terminal. Each solenoid should simply have one wire going to the insulated terminal, with the other wire of the solenoid soldered internally such that the circuit is completed via the metal body of the signal. Unscrewing the bell will permit access to the needle solenoid.

Note that it is strictly an on/off mechanism- there are no make/break contacts for continuous operation. That is, the bell solenoid is pulled down when "on", and uses a return spring to hit the bell when power is removed. In like manner, the needle solenoid pulls down, moving the needle to one side, then rebounds when power is removed. If this occurs quickly enough, it appears that the bell is ringing and the needle wagging back and forth.

Looks like a Marx. I have a similar one with no bell.
