Just picked this up today for a couple bucks:
There are no markings, other than a stamped "Pat. Appld For" on the underside of the base. The rubber band is to hold the two halves together, as one half had its "mounting tabs" straightened. Bulbs are marked "Japan".

It actually works, but as you can see, the wires are pretty much shot, which leads me to my question: how does one go about replacing the wires in what appears to be a "sealed" unit?

The marbleized Bakelite socket housing indicates that these are early Noma lamp posts. Kramer products reproduced these in the seventies but the sockets were painted to match the color of the post
Noma...of course. I knew I had seen that before...the old C6 Christmas lights. One goes out, they all go out. 😊
Replacing those wires doesn't sound very promising... 😐

As mentioned the metal sockets would need to come down and out without destroying its housing.
If you can get them out by twisting and pulling etc it would make a nice setup.
Well, as it turned out...
Those inserts were easily removed: I simply stuck a smallish screwdriver through the opening on top a gave a slight tap; they both popped right out:
Removed the old wires; after flux, tinning (using Marklin wire), here it is:
This is at about 10V off a Lionel Type S; the lights look much brighter in the photo. They are actually a nice, warm yellow. 
Still have to figure out the best way to get the two sides to connect together; until then the little rubber band will have to do!

PS: As it turns out, these lights were really made to point "up"; hence the "collar" molded into each Bakelite piece.
