Reminds me of the numbers font on Virginian steam and I think what they used for the Heritage unit numbers.

its look similar to the font 'Clarendon' that the PRR used. however the Pennsy used an extended (wider) style letter, the NS unit has a condensed style.
The difference between Roman and Railroad Roman is that RR is wider than normal. This makes it easier to read the word from the end of the car or train. Foreshortening would make the regular lettering very tall and narrow. So a word in Railroad Roman would be about twice as long as the regular Roman.
