I pulled this screen grab off an excursion video. What are the iso tanks used for in an excursion train?

Yes but, UP has obviously gone out of its way to make the flat car compatible with the excursion train so... My rank WAG, fuel oil (the front tank looks like some heavy fuel oil residue on the side) or treatment for boiler water.
I thought no one could be in a locomotive, caboose or passenger car next to one contsining flammable materials.
No hazard placards. Would they carry water?
The placards are taped off so that means they are empty and going for repair or scrap. Why on this train? Who knows

That is true, Dominic, of placarded flammable loads. And, although the passenger cars are coupled to the car carrying the tanks, they might not be occupied. However you were alert to that factor and get a high five for awareness.

The cars on either end of tanks aren't coaches, sleepers or business cars. Probably tool or power cars.
