I purchased a Kadee O scale coupler height gauge.  When I assembled the height gauge the 2-56 machine screw that is supposed to secures the bottom metal plate and base plate to the coupler arm did not screw all the way in.  It seems that the hole for the 2-56 screw was not tapped deep enough.  Is this the way it should be or did I receive a defective item?  The gauge is loose and although it appears that it would do the job I don't like the ill fitting assembly of the height gauge.

A few thoughts:

1) Does the top and bottom fit together totally tight WITHOUT the screw?  Make sure there is no interference between the two mating surfaces.

2) Is the screw too long? Maybe try screwing in the screw all by itself. Maybe shorten the score a bit, or try a shorter 2-56 screw.

3) The assembly should indeed be tight.

4) Call the folks at Kadee. They are very helpful.
