Atlas has done the P32-8 in Phase V, and its been recataloged again. They also did a set of Phase IVb Horizon cars, 4 coach #'s and a cafe.
I suspect that some of it is a license issue (thats why the Genesis was done as an uncataloged run through Walthers, they have the license to the wave paint scheme), I think some of it has to do with a perceived lack of market for modern items, which IMO is completely false (try finding any PS2 or 3 Amtrak locomotive 2nd hand for a steal)
and the specific tooling required. For example, Viewliners would be a one road name deal (yes, they can be done in 3 paint schemes, and we all know MTH or Lionel isn't above fantasy jobs, Daylight view liners to go with the Cab Forward anyone??). I'm inclined to agree though, the 19" tooling exists for superliners and amfleets, no reason why they can't pop out a new paint job, unless they can't get it licensed, or don't want to pay whatever the licensing agreement may cost. Speculation of course, I'm sure the real reason is only known to the manufacturers.
If the ACS-64 ultimately does get done by someone (I think MTH would be the most likely candidate), I would sincerely hope they make the cars to go with it (unlike the epic fail anniversary set they put out instead of an exhibit train).
