I have a LC+ 2.0 on the track.  When I power up track, it works fine so it's not the loco.  But when I connect the Base 3 to the track and apply power (I am positive I hooked it up correctly...wire from back of Base 3 to common track terminal on throttle, using a CW-80), the loco's speaker makes a quick "pop" and the lights flicker, but then nothing.  Dead.  Unhook the Base 3 and it works perfectly again.  What am I doing wrong?

How are you trying to operate it?  When it sees the command signal from the Base3 it sits and waits for you to address it from the Cab3 App using the Base3 side or another Command remote.

Keep in mind I'm a noob to anything higher than LC because I got into O gauge after they discontinued the Base 2, so I know nothing of legacy or addressing engines.  Anyway, so the engine will not power up unless I specifically address it?  This is a change from using a Universal Remote or LC app, where in those cases the loco powers up as soon as you apply track power.  Just trying to understand!

Yes.  The engine will sit quietly until you address it.  The engine is receiving power but it's waiting for you to "wake it up" by addressing it via the App.  It is most likely ENG 1 since it's never been on a command layout.  Look in your manual and it will tell you how to give it a new ID if you want to (It's recommended to use anything other than 1 and 99) or read this from the Power and Control site.
