LCCA Blue Coal Set Question

Hi Everyone,

Recently, I was given a Lou Caponi "Blue Coal" Set with loco and 2 hoppers. It appears to be unmodified, but the loco only operates in forward, the couplers are fixed dummies at both ends, and there is no light. Was this a factory-produced "cheaper" version of the set that was advertised (with the features that are not there) or was the production run changed to maintain a price point?
By the way, I sent an email twice to LCCA "experts" but never received an answer.
