I would think you need to test the board first. Both LED’s going out at the same time I think is unusual. Someone here will help with testing the board.
I'm with Rod, I'd take a 1K resistor and a 9V battery in series and test each LED with the board disconnected. I'm guessing you'll find that the LED's aren't bad. The positive leads of the LED's are denoted by the arrows.
With power on, both sides tested at 5.5v. I touched another LED to the leads and it lit on both sides. Did what John suggested, no light. Connected the 9v and resistor to another LED and it lit.
