Personally I have had mixed results, but usually it will work. I have even lashed up a Legacy locomotive with an old Lionel Tmcc engine with a ac motor. The only thing I don't know is if the Tabs board will affect the lash-up. Overall most likely will work.
Some Early Atlas RS1's did not have EOB speed control. Later models did. Maybe one of the first Atlas models with EOB. Information should be available with the model. IMO, the speed control makes a consist more likely.

Do they run at the same speed if you place them near each other?
Depending on the specific locomotive, the speed control may or may not be an asset. If they don't run pretty close to the same speed operating in TMCC mode, they'll fight when you MU them.
I don't know if they run the same speed yet - the "new" S-1 is still in the Lionel 2019 Vol.2 catalog...
If running the Legacy unit in TMCC mode is required, I assume the Legacy features, including quillable horn will not be accessible. Is this correct?

That is correct. When you do a lashup you put the TMCC loco in the lead position, that will set the lashup to TMCC mode. If you put the Legacy locomotive in the lead position then it'll be in Legacy mode and the TMCC locomotive won't do anything.
But like said above, it really depends on the two locomotives. None of my TMCC locomotives will run with any of my Legacy locomotives as the speeds aren't even close. Then of my TMCC locomotives, only two of them run close enough together to be able to put them in a lashup.
TMCC stuff has always been somewhat of a crap shoot in an MU. Many times, they work better with cruise control off. The only TMCC ones I've had pretty good luck with are the ERR Cruise equipped ones, it has a "nudge" feature to adjust the speed curves.

I have 3 of the Atlas Dash 8-40CW that the manual says have the nudge feature. I am using a Cab2 and can't seem to make that feature work. Manual says Aux2 four times with a 1 sec spacing followed by Boost or Brake to match the speeds, then sound the horn. Part of the problem may be that when using TMCC, the engines won't hold their boosted speed when Boost is released like a Legacy engine will. When I try the procedure nothing happens to the speed curve when the engines are in TMCC mode. If the engines are switched over to R100 without making any other changes, the engine that was boosted runs like it was in a very much higher speed step in the first few speed steps and then it drops back to running slower at higher steps as if nothing had changed. Any suggestions?
Since Atlas uses the ERR products, Nudge should work for them.
If you can't get nudge to work, I'd suggest talking to 3rd Rail, they are the ones now supplying the ERR product line. Here are the instructions for setting the nudge speed.
“Nudge Mode” Operation
The Cruise Commander has a bit of “play” to allow locos to operate in a lash-up. At times
the “play” is not optimal, so it is possible to match locos a bit closer with the “nudge” mode
feature. Remember to lash-up only very similar locos and that it is a requirement that the
gear ratios match.
Simply try the locos together in a lash-up at slow speeds. If they buck each other, use the
Cruise Commander “nudge” mode to try to match the locos a bit closer. Nudge mode
basically increases the slower loco to match the speed profile of the faster loco. Although
similar to a “stall” setting, the nudge mode is a bit more complex as it calculates the speed
profile dynamically to hold the locos in sync throughout the throttle range.
First create a “TRain” with the Cab-1. Once the locos are operating in TRain mode do the
following:
• Test run the locos (not coupled) to find the slower loco
• Place the slower loco behind the faster one
• Get them moving as a train, around 10 speed steps on the throttle
• Select the slower loco ENG ID
• Press AUX2 4 times, with a 1 second pause between each press
• The lights should blink off twice, confirming the loco to be “nudged”
• Use the Boost and Brake keys to adjust the slower loco to match the faster one
• Press “HORN” to lock the setting in the slower loco.
• Aux1 will cancel the setting.
• Couple the locos together and run as TRain.
To summarize:
Select: Slower Engine ID
Activate: AUX2 + AUX2 + AUX2 + AUX2
Nudge: BOOST to speed up, Brake to slow down
Save: HornTo clear the nudge settings, select the speed step (32 or 100) on the “nudged” loco.
Note: the “nudge” selection is stored until changed, and survives power cycling.
IMPORTANT POINT: Note that by selecting a new speed step mode you are clearing the nudge settings!
