I just purchased a Lionel Legacy control system.. The instructions are terrible and confusing.. Anyway I am up and running but I I am not sure how the memory modules are used or what they are used for. I have a lot of tmcc engines that are not Legacy can they be used with these engines

Depends on which color modules are you asking about. The blue modules are software updated for the base and handheld. Orange ones come with Legacy locomotives to enter in information to the system. The tan ones that came with the system are used for TMCC locomotives. I'll assume that you know how to program the locomotive ID since you said you have a lot of TMCC locomotives. On the remote, push ENG and then the ID of the locomotive you want to add to the system. Push the info button and then you should see the screen change, finding the word LOAD along the button. Push the button under LOAD and it should ask you to insert the module. But the module in the hand held and it will get the info and tell you to remove it. Now you are done.

The old TMCC Cab 1s had space for 99 engine #s.. Is the purpose of the modules to expand this space. Or can it be used for other purposes
Legacy still has 99 slots for engine, although 99 is usually reserved for the "ALL" function in Legacy.
The memory modules for engines is just an accelerated way of loading the "personality" of the engine into the Cab 2. I.E. roadname, type (steam, diesel etc.), railsound type, control type (Legacy, TMCC). They are not needed if you want to enter the information in manuall using the INFO menus.
