Where did you hear about version 1.4? If 1.4 is out, I would expect that you would need to have your system at least to version 1.2 to be able to do an upgrade.
From everything I have read here on the forum, V 1.4 will be on the newest Legacy bases and mainly covers the new ZW L transformer. Like stated above as long as your Legacy base has gone to Ohio and been upgraded to V 1.2 all other upgrades will or can be done by the user.

I believe Lionel has already stated that 1.4 is pretty exclusively to handle the new ZW-L and won't be automatically offered to other owners. I'm guessing whenever their interface program is released, you might be able to load future releases without modules, that would save them a ton of money.
The modules will still be needed...but you'll be able make your own.
How exactly will you make your own, there would have to be a provision for a writable module, and something to write to it.
The black modules shown in the Legacy User Group Meeting thread and the Legacy Base is all you will need. You will down load the software from Lionel and then create 2 modules. You can keep a copy of the software update on your computer. When a new version comes out just rewrite the black module again.

How does one get the software onto the black module?
Guys think of the black modules as a usb memory stick for the legacy base..
I was thinking that...I figure the computer software and connection sends the data back to the base. And with the black module plugged in, writes to it on command. That's the only convenient connector that fits those modules.
It wasn't clear if the black module is double ended with a USB "a" port on one side and Legacy port on other or if there is an adaptor module that goes between the black module and the USB port on the computer. Software was also only Windows compatible. Not sure when/if Mac version will be out.
You download the software to your PC. Connect it to the Legacy Base using the Y cable "serial" tail or a standard 9 in cable. I've also used a few USB to serial adapters and so far all worked.
Using the LSU (Legacy System Utility)software, there is an option to make Base and Cab2 modules. Select the correct one, install the black module and follow the prompt. Very easy.
The hardest part is fitting the module in the base when the serial cable is connected.

Probably, but the price will go up! Find a friend with a computer.
I would say you would pay for a module set from Lionel. The black modules will most likely be a one time purchase since you can over write them with each new version.
Then again I don't work for Lionel so they may tell you differently.
The program is very easy though and I would bet most folks won't have an issue.
