My legacy 990 is a few yrs old now and i have not used it except for when i first got it, I had converted a williams PA unit with the ERR crusie commander and sound card and programed it on the legacy and everything worked great( that was about 2 yrs ago) now that i have aquired about 10 cruise commanders and sound cards I decided to start upgrading my engines. After doing an rs 3 I tried to set it up with my cab 2 and nothing, I checked and rechecked all my wiring and all looks good, I took out the PA that I know was working and nadda nothing it would not respond, I also tried my hudson that I had upgraded and still nothing. I have a lionel RS 11 that is factory TMCC and it works great all the bells and whistles, Am I missing something,

Are you SURE you have the engine type set to something other than LEGACY for that TMCC ID? INFO, SCROLL, SCROLL, and select TMCC or R100 mode and they'll wake up.
Make sure the train brake slider on the Cab 2 is in the up position (not activated).

I had them set to cab1 I did change them to TMCC and they did wake up only now the lights don't come on and engine sound will only stay at idle, horn and bell work and both front and rear couplers work, I did use leds with no resistors. Yes the brake slider is in the full up position.
LED's with no resistors explains the lights, they're history! You gave them a fatal dose of power, you need 470 ohm or larger resistors for any of the lighting outputs from the Cruise Commander for an LED.
I think I now have more problems, I am getting no output from pins 4,5 and 7 those are the front , rear and I was using 7 for a cab light. The ccab light did blink when I first called up the engine but i guess it fried, now there is nothing i tried using regular incandescent but nothing. The ERR page for the crusie commander says it will drive leds without resistors. The engine runs as it should, the sound will not ramp up with throttle it will only ramp up manually I don't know if that is the way it works but i thought it would ramp up when throttling up.
The lighting is directly driven by the R2LC, and that outputs half-wave track power with no current limiting. However, in this case, you misunderstand the wording on the ERR site.

That does NOT mean it doesn't need a current limiting resistor, that means that you don't need a resistive load across the triac output to wake the lighting triac up. If you add LED lighting to a standard TMCC locomotive, you have to add a .01uf capacitor across the light outputs to get reliable operation of the LED lighting. A load resistor can also be used for the same purpose.
As far as the sound, what exact sound board are you using?
I can see where that would be confusing. I may have questioned what they meant by 'complex', but I can't say for certain I would have? Seems questionable now after reading your post, but they should re-word that a little for us laymen out here in trying to learn land.
Well, I questioned the word "complex" as well, it's just a resistor or a cap, how "complex" is that really?
I don't know what happened but I started the engine up again the lighting will work with incandescent so the board is working, I will need to get some caps for the leds, however the sound remains at idle no matter what the throttle setting is at or throttling up or down. I am using the ERR Railsounds commander for the Alco PA. The only variation from the instructions that i made was to add a TVS diode to the power lines going into the board but I don't see where that would make any difference.
The sound remaining at idle suggests the serial data isn't getting there. OTOH, if you can honk the horn, it's probably a defective sound board.
Yes The horn works and the bell, I can ramp up the rpm with the rpm key but the sound remains the same wherever it happens to be until shutdown. I have only finished 2 other upgrades that worked out great now this one has be a little shy about doing anymore and i have 9 more waiting to be done.
update I don't know why I didn't try b4 I have 5 more alco sound boards, I swapped out the sound board with a different board and low and behold it sounds terrific. I will have to check with ERR to see if they will fix or replace this one. Thank You for all the help.
They shouldn't give you any issues, they're very good about solving issues like this.
