Generally, railroads have their "lighted inspection tracks" within the diesel terminals, either outside and inside. I have also seen "lighted inspection tracks" at the car department's repair facilities. That said, there are usually a LOT more lights than just two at each end.
Actually on their eBay listing it gives the story for the LED Lighted 10" Inspection Track.
THE STORY: OUR LOCAL SHORT LINE RAILROAD PLACED SEVERAL SPOT LIGHTS IN BETWEEN THE RAILS; THEY PLACE LOCOMOTIVES AND ROLLING STOCK OVER THE LIGHTS TO DO EARLY MORNING INSPECTIONS OF THE UNDERCARRIAGE IN THE DARKNESS. I HAVE DEVELOPED THIS CUSTOMIZED TRACK TO MIMIC THIS PRACTICE ON YOUR RAILROAD. WHAT A GREAT SIGHT IN LOW LIGHTING AND SURE TO BE A GREAT CONVERSATION PIECE!
