Lighting problems with Lionel 6-28036 SP 2-8-0 consolidation

Let's start with the easy stuff.

If this loco has been on the shelf for a while, there could be micro corrosion on the mating pins on the circuit boards.

You can take the boiler off and unplug each circuit board, one at a time, and plug it back in. The motion of the pins being unplugged and plugged back in again scrapes the micro corrosion off and restores electrical contact.

You can do the same with the cables on the lights, but be gentle. The wires are tiny.

Roy has the first steps.  I suspect something going on with connections.

So I checked all connections by unplugging and pluming back in, no corrosion or bent pins. Checked wiring for continuity with and ohm meter and checked for lose or broken wire all ok, grounding is good. Still no lighting but everything else is working. Any ideas? Thanks.
