The 1130 steam locomotive is frequently referred to as a Scout locomotive. Lionel used the word Scout to denote its entry-level 027 steam locomotives. Generally speaking, Scout engines had a 2-4-2 wheel arrangement and were reserved for beginner or starter sets. These locomotives had few features and could rarely pull but a few cars

Collectors and Operators generally call any entry level postwar 2-4-2 locomotive a "Scout", but Lionel did not.
According to this library site, the 1130 came with a traditional style motor (as opposed to a scout style motor), and a three position e-unit. Early models had a metal body, later ones had a plastic body with weights. Here is the first page of the factory service manual for this engine.

As Dave and Nick wrote, it will only pull a few cars.
