Lionel #12886 floodlight tower shorting out

I have a Lionel #12886 floodlight tower with four lights. Recently it bgan to spark and short out. I noticed significant rust along the touching surfaces of the two supporting brackets. What do I need to do to get it working again? thanks

There is a fish paper insulator I think that may be missing. Anyway I convert my towers to LED lighting. Not in the post but I did one like that.
