I am curious if anyone knows what the pre-order deadline for the Lionel 2015 Signature Edition Catalog is? I think I may have seen March 15th somewhere, but I can't remember. I am still trying to decide whether to buy the Empire State Express set and I would like to know how much longer I have to make a decision.

Yes the date is March 15, having said that, a few well known dealers will likely have a few extras for procrastinators.
My LHS told me pre-orders by next week, same as RickO stated above. My list is still way out of bounds for the budget, all those command control accessories...gotta get a few more items deleted in a hurry here. I think the next MTH catalog is going to have to get skipped...
Does everything in the catalog have the same deadline?

According to the Charles Ro price list, Lionel's deadline for dealer orders is March 18. So several dealers are requesting consumer orders be in by 3/15 for BTO items.
Charlie Ro's "early buy" (low price) deadline is another month out at 4/15. They usually order extra BTO items, but theoretically those items can sell out before 4/15, and you'd be out of luck -- although I've yet to encounter that scenario.
Generally speaking, BTO was -- and still is -- a huge marketing ploy by Lionel to generate consumer pre-orders. Although it creates risk for those dealers ordering "extras", it also levels the playing field among dealers so that even smaller dealers can compete for pre-order business by soliciting consumers.
