Lionel 2343 Dual Motor Locomotive Wiring

Wiring a post-war 2343 F3 dual horizontal motor locomotive. No horn/relay/bracket. Have power to e-unit which appears to be working properly; all e-unit connections (internal/external) appear to be solid. Wiring from e-unit to motors is solid. No power to motors; no indication of an electrical short. Have wired several other 2343 dual motor locos with success. Any suggestions. Appreciate the help. Tom LoPresti
