As far as I know all 260E's had a chugger. The cutout switch is usually intact as yours is, the key are the other two components. The chugger sound unit itself, which is not too difficult to find, and the little switch unit that mounts inside the steam chest which is impossible to find. Before you go any farther, see if you have the switch in the steam chest and chugger sound unit.

   Not all 260s had chuggers. From 1930-32 the loco had no chugger. In 1931 Lionel added a two position switch inside the cab that was only to cut out the E-unit. The 1933 loco has a chugger and a 12 wheel 260T tender. In 34 the loco changed to gunmetal and had a sheet metal 260T tender. The locos equipped with chuggers have a half moon shaped slot in the cab with a 4 position switch which is a wiring nightmare! Be thankful your loco does not have one! It sounds like pennies in a pop can!
