Lionel #33 with #35 and #36 cars

My #33 loco with two cars (#35 and #36) struggles to run even at the maximum 20 volts from my Type RW transformer. The loco runs well on its own or with one car. The motor has been serviced and the car wheels are oiled. Is this normal? What voltage do you need to run your #33?
