Funny, I just asked John about the balloons myself today! He said they need to be a certain size and only get them in Canada. He said he's not going to have anymore printed.

I’ve never tried it but would a ping pong ball work?

I never heard or saw the 3470 until this post.  Interesting.

I've had great success with my local Dollar Store. They sell a bag of 100 smaller balloons for about a buck, and they work well. Or you can buy slightly larger and just underinflate them a bit.

Here is my Lionel reissued 3470, the 19824 Target car with a small balloon, not an original.

It works great and the blower is powered by track power not leaky D batteries like the original.  It is not fussy like most of the missile firing cars.

It is a fun car but has limited operation on my layout with two bridges and a mountain with two tunnels as well as several overhead signal bridges.  I have only one loop it can operate on.  Operating it is neat as the balloon will follow the car as it rolls down the track.  The kids love it (and lots of adults).
