We would call these "control panels" today.  This is a pre-war Lionel product and there were three or four variations.  Most have knife switches for accessory and/or block control.  Some have switch controllers (without lights).  There were some with other types of switches.  Most had a light socket where the light illuminated the face of the board.  The operator applied these switches in a variety of ways depending on the layout.  I love these boards, have one in use on the layout now.   Banks of knife switches were also included on some of the early switch towers too.

Not real up on values.  Saw them at York maybe five years ago in the 100 - 200 range.  Probably get more info on the tinplate forum.
