As long as it's nothing electrical take it apart. Cut the sleeve off. Use new wicking material and make sure it's wrapped around the heating element and fills the bottom of the bowl so that new fluid will be absorbed up to the element.
The wick should not wrap completely around the smoke resistor, it should just be firmly in contact with it. The object of the exercise is for the exposed part of the resistor to be hotter and to vaporize the smoke fluid that wicks up from the wick. I like to have about 1/2 of the smoke resistor covered.
