This is a the Legacy Powered B unit with sounds from 2017 (6-85189). The powered motors work perfectly fine, but the sound just comes out as static.
Here is what I have done so far.
I'm going to replace the 3 pin molex connector for the speaker, but it doesn't look damaged at all. Besides that could this just be a bad soundboard?

I'd say the top suspect is the sound board. Try this.
Disconnect everything on the sound board but the two pin power connector and the three pin speaker connection. See what it does in that configuration. If it's still static, you need a new sound board.

Thank you gunrunnerjohn, that looks to be the issue. I connected as you requested and I still got static sound.
I appreciate the assistance on this.
Yep, if the sound board makes static with no external inputs, it's broken! 
Looks like one of the annoying parts you have to call to order!
