What you've got is a 6-19818 "Dairymen's League" milk car with unloading platform manufactured in 1994. The few I've seen had the identifying part number & UPC on the outer plain brown shipping box, but not the inner orange box.
I'm not sure what the reason was, but I've seen a few other things around the same time period that also came in that way. The LHS had to make their own labels with the item number & UPC to put on the orange box when they added it to the POS system inventory.
