I have a Lionel Challenger cab #402 which runs fine TMCC however when I try to run it in conventional mode it crawls wont do any faster. Has anyone had a similar problem?

Start the engine at low voltage and while it is running, push the whistle button down and while you are holding the button take the throttle all the way up and then release the whistle button.
Tried it, nothing changed the engine barely craws. I made several repeated attempts.
OK try this:
Let loco set in neutral for 5 seconds, about full throttle.
Press whistle for 2-3 seconds.
Lower voltage to about 1/4 full while holding whistle button down.
Do not turn throttle off before releasing whistle button.
Turn throttle off then back on within 5 seconds.
This should release the speed control.
is the base unit unit unplugged? if the engine sees the tmcc signal, even if it is on a different track not electrically connected it might think it is still in command

Can we assume you are removing power from the base?
Is it a TMCC base or a Legacy base?
if Legacy, is the brake slider fully at the - position before turning off power?
It is not a Legacy and doesn't have a ODY switch and your correct concerning removing the power.

Chuck, I did a search and did find Lionel instructions that talked about it for early odys that did not have on off switch. Never heard that before.
The reason I was curious I still have a K-Line Cruise Allegheny that doesn't run in conventional except at a crawl. TMCC is fine, and I have a customers who does that same thing.

I think the K-line cruise control in conventional is controlled by a combination whistle/bell code. I have a instruction manual at the shop I can check tomorrow and reply with.

That was 4 years ago! Try turning you transformer on high ,then press the whistle button. While holding the button down, turn the throttle off. release the whistle button. Then immediately back on and the engine should be unlocked.
Thanks that worked now it’s stuck in a crawl in forward and reverse. Manual only addresses TMCC not conventional for codes.
