Roger Carp of CTT is an expert on display layouts. He wrote a book, out of print, describing the details of many displays.

You have the basic structure; so I would clean it and then leave it alone. Add the trains, track and accessories.
Otherwise, remove all of the old parts and replace with new materials.
Does anyone have any background on the D-133 dealer display. Cost in 1954? Made by? Target Audience, how many were made? Who designed it?
Sold to dealers and jobbers (seasonal stores) not really for consumer. Layouts often sold at end of season but shelves often kept by dealer or thrown away. Numbers of these usually 100 -200 from past info on others of same style. Small footprint made it attractive for small stores but was not made to last.
