Bought a used EM 1 6-28051 Running with a conventional KW transformer. On track given power the tender make noise, red tender lights on, cab Interior dims & brightens. No whistle engine will not move. Opened up tender did not see any loses wires everything looks in place. All pick up rollers contact center rail. Is it possibly stuck in neutral from previous owner? Need some suggestions

Not quite sure what's going on, but you might have two separate issues.

 

First, run the loco without the tender. If you can hear the motor spinning but the locomotive isn't moving, I know the problem. All of the 6-28051 B&O EM-1's from the factory had a defect in the driveline -- the driveshaft wasn't fixed to the coupling to the motor. I believe Lionel offers to a repair service (a $20 charge, I believe) to fix it. 

 

Second issue... You say the tender "makes noise" but doesn't whistle. Is the "noise" you're hearing a standard background steam noise or is it something else? If operating properly, the whistle should operate without the locomotive in conventional mode. You might want to verify your KW's whistle controller is operational, and wired with the correct polarity.
