Just took as brief look and I couldn’t find anything. I’ll take another look tomorrow
Try running it without the engine sound. Maybe you can get a better idea of where it is coming from and what it may be.
Maybe a wire got pinched when they reassembled it.

That’s what I think could have happened as well. How could I fix something like that?
Try an engine reset. Good Luck.

I would take the shell off and check the wiring and make sure the boards are seated. There are 8 screws on the bottom that attach the shell to the frame. I have pinched a wire between the shell and frame and seen odd behavior. It's not worth sending back to Lionel if that is the problem. Do some basic troubleshooting. If you can't figure it out then send it back if you want to.

take the surge protector out.
surge protectors are known to degrade the legacy signal.
Did you check the easy stuff like the train brake or momentum setting?
In my past experience, Lionel would typically run a loco for a fair amount of time after a repair, you would think this would have been caught if that was the case. Bad things can happen during shipping too.
At any rate, I'm guessing Lionel will pick up the tab on the return shipping to make up for the inconvenience.
It might be best contact service ( if you haven't already) otherwise Dave is obviously aware of the issue, certainly he would help you with a return/service request. He has his hands full, but seems willing to help on alot of fronts.

I set it to medium momentum and reset it many times. I am going to try to further troubleshoot later this afternoon. Hopefully I can get it fixed.
UPDATE
the following video shows my engine with the problems it is having, I took the shell off to better show what is going on inside.
Thanks for everyone’s help!
Can you turn the flywheels easily by hand?

Yes, I am able to turn the flywheels easily
Unplug this connector from the board and let me know if that fixes it.

@Dave Olson
it fixed the issue with the motors not starting but it causes the locomotive to speed off into one direction. Is there something I should do after that?
Bad ODY switch - probably stuck in the OFF position.
Send it in and we can replace the switches. They typically don't go bad, but it does happen.
