With the demise of the LHS, this is the trade off. Lionel charges $9.50 minimum for shipping. You might save a few bucks at some other source. I wait until I have enough to justify the shipping expense before placing an order. Maybe Trainz has some other item you could use.

You might try looking at o-rings at your local hardware store. There might be one that fits.

I'd contact Forum member Chuck Sartor. He probably has the part and if it fits in an envelope the postage charge might be a buck.
If this is for the re-issue gantry crane with the two can motors with the large plastic transmission case (has a metal worm gear, plastic or nylon gear and the belt inside) I just serviced mine by removing the original gummed up grease, replacing with Lucas Red 'n Tacky, and using a 1-3/16 x 1-1/16 x 1/16 #26 O RING from a local ACE hardware.
I just did this a month or so ago and have not used the crane very much - so I can not comment on longevity, etc. I did test the unit after re-assembling and all worked well.

JohnsGG1 Gave a good tip. I have one in stock for 2.00 Plus a hefty 2.00
shipping. Email me if interested. That is the part + shipping for about half the cost of shipping from the other folks.

Good tip Luther. How much did you have to stretch the O ring? Its possible with minimal stretch, that O ring might last quite a few years but I have found that the common Buna N O rings you find in auto and home stores don't last very long if they are stretched to any degree. If you need an O ring that will be used as a drive belt a better material is polyurethane. An O ring, oil seal specialty store will have them or you can get them from McMaster Carr. The dimensions you give are Part #9558K61 for a Polyurethane O ring. Likely will cost considerably more though.

Given the price I suspect Lionel is using Buna N (aka nitrile).

I perceived the stretch as minimal at best. Being round the replacement o-ring rolled right on to the pulley. It did not pull the pulley out of alignment with the top bearing hole during reassembly, etc I tested the length by stretching the original with two jewelers screw drivers until just snug and then trying to slide different size o rings over the same two screw drivers (a third hand would have been helpful ). I also tried a 1 1/4 o-ring but it was a little too loose.
Thanks for the info on the different o-ring materials - I was not aware that there were different types. On my next accessory rebuild (this transmission is used in a lot of re-issues including the 497, 415 and 352) I may try the polyurethane. Getting the plastic tabs separated on the casing is a little tricky and not something I would like to do frequently. Designing the piece with two or three small screws would have made disassembly so much easier.
The McMaster-Carr site shows that the Buna N rings also come in a square profile which is what the original Lionel item is - I agree that the originals may be nitrile.

This forum is for fun.
Are you a counselor, that you are advertising?!!!!
I hope none of us need any Legal Professional Services, but it is nice to know.
