Lionel Legacy N&W J problem

My Legacy J was running fine and then all of the sudden it took off at full speed and now it is not seeing the legacy signal as it starts up as soon as power is applied to the track. I have continuity from the handrails to the end of the plug that goes in to the board. No continuity between the handrails and the shell. I would appreciate any further troubleshooting help. Thanks.
