I just received my Lionel 6-25623 Milwaukee Road 18" Aluminum Streamlined Passenger Car 2 Pack set from my local dealer. The full length vista dome car has lighting only on the lower level, is this normal for all Lionel full length vista dome cars?

Mine is the same. I believe that this is correct and as intended. 
There is a faint amount of lighting on the upper deck, as light bleeds through from the lower deck against the side walls, and by the seats and tables. It even looks a bit like fancy diffused lighting if you have a bit of imagination. 
It makes sense too when you think about it. If the dome had bright lighting, then the passengers wouldn't be able to see out at night.

If you drill thru the tables and install a Lucite rod yu can have a glowing Vase/candle. etc!
