Lionel Northeastern Caboose Problem

I have the Penn Central Northeastern caboose from Lionel and I love it, its a great model- but one of the trucks rear most axle (the one under the smoke unit) just drags. I applied some oil to come across no difference. I also noticed that the rotating bearing cap sticks out on one side. I think that maybe the axle isnt aligned and its not directly sitting on the rail like all the others. Anyone else have this problem? How can I fix it?
