Lionel O-Gauge O-27 Southern Pacific Merger Set

I am hoping someone can help me with a few issue I am having. I just got this set and was sold as being new but the rail sounds do not work. Same goes for the horn and whistle no sound at all. The smoke works sometimes but not very well. The Locomotive part had an issue I was able to fix sounded like the gear and motor was off so I took the motor out and then remounted it. It is currently working fine now. I will attached two pictures hope someone can help me out. The main thing is the sounds and maybe I am missing something simple.
