Really need more info...what type of track & actuators are you using? Such as Super O with control blades. 10V sounds low. I’m use to using 12-16V for most operating cars. Are you powering with fixed voltage or is it being powered off of track voltage.
They probably need oil if they're old. Dad told me his dads milk car didn't work anymore. A little oil and gentle manual manipulation and it works like a new one!
Alternatively, could be weak solenoids that can be wore out or suffering from bad connections.
