Personally I would be happy if they stopped having a "parts sale".

That way folks like me who replace a part when it fails ( as opposed to having 10 in a toolbox just in case ) will be able to get one.

We all know parts availability is limited. Why discount them so the well dries up even faster????

Danged if they do, danged if they don't.  Sometimes you just can't win.  Lionel tries to do something nice for the folks out there with repairs and people complain.  If they stopped, people would complain. 

I understand the horder syndrome that you speak of but I also put off some repairs until the sale to help cushion the cost.  I for one appreciate it.  Maybe Lionel isn't to blame but the folks who stock up.

Lionel already has a process in place vet people and "chicken-feed" out certain parts in limited supply to those who really need them.
Just look how many parts are tagged "Call Lionel".  For example, they obviously don't want everyone cleaning out Lionchief PCB's to upgrade existing equipment. So, every time we have to replace a crapped out Lionchief PCB for a store customer, it initiates this daunting process of calling Lionel to get an RA, mailing the card back to Lionel so they can say "oh yeah! It's junk!" and then give us permission so we can call to order a new one. So it takes 3 or 4 weeks to do a repair that should be 10 minutes. 
So, I'd say they are doing plenty already to slow the parts outflow. I'm not worried about hoarders.
